The community watchdog group circulated petitions at the rally calling for the state Legislature to kill Piccola’s bill, Senate Bill 1151 , and to request a federal investigation of Harrisburg’s debt crisis that has buried the city in $310 million of incinerator debt, said Neil Grover, a co-founder of Debt Watch . Grover did not know how many signatures were collected during the rally because petition documents had yet to be collected.

Grover said in the next week he is going to file paper work and petition signatures with the federal Department of Justice requesting it to investigate how the city, and stakeholders of Harrisburg’s debt, borrowed $125 million to renovate its incinerator when the stakeholders knew the city could not afford the borrowing.

Residents joined city officials, including controller Dan Miller, and City Council members Brad Koplinski, Eugenia Smith, Wanda Williams and Susan Brown-Wilson, in voicing their opposition to Piccola’s bill and the Act 47 plan presented to Harrisburg on June 13.

Piccola is fast tracking his bill through the Senate, which could vote on the proposal as early as today. If city officials don’t accept the fiscal recovery plan that the state-appointed Act 47 team introduced, the bill would allow the state to create a three-member board to implement it for the city. Gov. Tom Corbett said he would sign Piccola’s bill.

City Council lost their opportunity to provide leadership when Thompson proved she could not lead. They squandered every chance to take control. This is no different. Without the majority of Council to make decisions, they are dead in the water. They are going to let the State come in right under their noses and rip the City away from their control and sell it off piece by piece, letting the taxpayers hold an empty bag. Great job duly elected watchdogs of Harrisburg! You're going to get to watch the current dysfunctional Council and Thompson, who led the past dysfunctional Council along with Ellison, who made a ton of money as Head of the Authority and mastermind of getting Thompson elected and stalling what Reed could have fixed, finish the job of destroying Harrisburg.
