Town's annual street repair program starts July 5

The contractor will begin removing and replacing concrete on Garden Drive then move to 11th Street over the next 4-6 weeks. The milling, paving, and striping will follow shortly thereafter. The remaining portion of the project will be completed after Garden Drive and 11th Street are finished.

The streets will periodically be closed to through traffic throughout the project, particularly during any concrete pan replacements that cross the street, during the milling operation, during the placement of the asphalt pavement, and during the striping operation.

Also, the contractor will have lane shifts at all of the concrete replacement locations. Alternative routes are advised.

While not quite at the ten-year mark themselves, the businesses offered a perspective on how they survived and how the retail climate has changed over the years:

Brenda Winegarner opened her independent bookstore, Pages Books on the Green, in April, 2004. “I really like the Town of Windsor. It’s a young community, very forward-looking, progressive and very friendly,” she said.

Her willingness to serve her customers makes her business different from box stores. “We have a quick return on ordering books and if we don’t carry a favorite author, we will buy the series and shelve them for the customer. They can come in and buy them as they are ready.”

Winegarner said that a new community will always have growing pains while figuring out the shopping needs of its residents and adjusting to the diversity of the community.

Maintaining long hours so people can shop after work has been important, she said. “I have learned that if you keep a good inventory and good hours, the community will respond positively to your efforts.”

Lupe Alicea, of Lupe’s Mexican Diner, was excited about Windsor and the new shopping area.

She opened the restaurant in November, 2003, envisioning a welcoming environment with fresh food. “The customers could feel like they are at home. We try to keep our customers happy.”

She has adapted her menu over the years to include more salads.

While affected by the recession, the diner kept expenses down and weathered the storm by cutting employee costs. Her husband and son also work with her at the restaurant.

She said their prices contributed to their success. “You can get a taco for $3, or a small lunch for a reasonable price,” she said.

On June 13, Lupe’s Diner expanded to include a full bar called Lupe’s Agave Room.

The Powell’s Sweet Shoppe flagship store opened in 2003. Michael Powell sold the business after five years to focus on franchising; his corporate office is also downtown.

Powell came to Windsor looking for a place to raise his son and simplify his life.

“The building on the outside is old-fashioned, wild-wild west meets Disneyland,” Powell said. “So I thought I would do an old-fashioned candy store that kind of fits with the theme.”

He said his success came from, “hitting the demographic right on the nose.” The candy store might not offer the cheapest candy in town, but it is a fun experience and has the best selection.
