Whether what goes on inside the Lucky Day Sweepstakes is gambling didn't really matter to the women sitting outside the parlor in a strip shopping center in Palm Coast, where city officials are poised to approve a six-month moratorium on such businesses.

Palm Coast has joined Volusia County cities and other Florida municipalities in targeting Internet cafes and sweepstakes centers, which typically sell either web-surfing time or phone cards providing players with credits to play casino-style games for prizes.

Carole Arneson, 68, sat at a small table outside the sweepstakes center while her friend Bette Wilson, 59, enjoyed some of the food -- on this night, steak and shrimp -- provided by Lucky Day as part of her $10 phone-card purchase. Both women, who live in Palm Coast, said city leaders should keep their hands off Internet cafes and sweepstakes centers like the Lucky Day in the Winn-Dixie shopping center on State Road 100.

"They should be left alone," said Arneson. "I think it's a good pastime and a good social activity for retired people and anybody that wants to do it."

"If people are stupid enough to come here and lose a lot of money, as with any gambling, that's on them. It's not on these people," added Wilson, motioning back toward the Lucky Day's windows emblazoned with dollar signs, pots of gold and "win cash."

Hitesh Patel sees it as more science than risk. He's about to open the Palm Coast Internet Café a few steps from the municipality's main office. Patel said if the city thinks the businesses are bad then he has to accept that.

But he adds: "Actually, this is not gambling; this is a sweepstakes."

The games are not random but rather a finite mathematical system, and there will be winners, Patel said. A team of award-winning mathematicians in India as well as his father-in-law worked on the math for the program his computers will use, he said.
