Plan to build homes along Price Canyon Road OK'd

A proposal to build 23 custom homes on the eastern edge of Pismo Beach has won the approval of the City Council.

With a 4-1 vote last week, the Pismo Beach City Council approved a planned development permit that will allow Mike Hodge to construct the homes on a 2.9-acre parcel on Price Canyon Road.

Councilman Kris Vardas dissented. He believed there was a better site within the city to build the Price Canyon Villas project.

“It’s not the best thing for the city,” Vardas said about constructing 20-plus homes a few hundred feet from the edge of Price Canyon Road. “I think the city would be better served as a whole (if the project was moved).”

Initially, Hodge had proposed swapping his parcel for a 6-acre parcel in the Pismo Heights area, where he wanted to develop the project.

However, the council nixed the idea last year under pressure from nearby residents. Vardas was the only council member to vote for the swap.

Had the city approved the Canyon Oaks project and land swap, Hodge would have dedicated his residentially zoned property on the edge of Price Canyon to the city.

Hodge had proposed developing a little more than half of the 6-acre property in a wooded canyon area of Pismo Heights into residential 25 lots. Part of that property is zoned open space.

“It was very controversial issue, and I am still opposed to going that route,” Councilman Ed Waage said about the proposed land swap.

Critics of the now-dead Canyon Oaks project argued allowing the land swap and development of the area would increase traffic, create a loss of open space and increase the need for more fire resources in Pismo Heights.

Waage also voiced concern Tuesday about the potential for a vegetation fire igniting at the Price Canyon Villas subdivision and making its way up the hill to the homes in Pismo Heights.

“That’s a prime area for a wildland fire going up that hill,” Waage said.

The council conditioned developers of the project to include using fire-resistant materials in the construction of the homes. Landscaping for the project also must be fire-and-drought-resistant, which pleases Cal Fire officials.

“Anything that we can do to lessen the fire hazard is a good thing,” said Cal Fire Battalion Chief Steve Reeder.

Some opposed to the project questioned whether the lots that were recorded on a county subdivision map in 1924 are legal, thus giving Hodge the entitlement to develop the property, while others felt the project wasn’t right for the area.
